Libs/Dems want chaos in the streets and more people to die. They will blame Conservatives/Repubs even though there are none with in miles. The MSM will echo their blaming and call for gun control and getting rid of the police. No explanation for how gun control and no police will protect anyone during riots and civil strife, but the calls will continue. Madness will prevail. Many people will die and many buildings will burn.

The severity and duration is controlled.

The higher powers provide the means to accelerate them like before. Busing in agitators. Ready made signs. Dropping off pallets of bricks. ETC. The elite have been pulling strings on these things for a long time all the way back to Occupy WallStreet.

The local town politicians and actors decide to allow it in coordination as well.

It will be really interesting to see how history judges them (although I clearly won't live long enough to know). The robber barons of old, despite any faults you may think they had, built tangible things that benefited society greatly-railroads, buildings, etc. These guys have gotten incredibly wealthy, largely by dividing people. And it appears as though they think they are the good guys. While it may be too little, too late, hopefully history will treat them with the contempt they deserve.
