When we lived in Alaska (Elmendorf AFB/Anchorage) natives were constantly getting hit because they were high/drunk and just "in the road". That was the early 80s, but I'm sure it's still an issue.

This is the kind of idiocy you get when you choose cabinet members based on skin color, or where they like to stick their junk. There are already laws against running over pedestrians and there are laws against jaywalking. Getting hit by a car because you are too stupid to not walk in traffic is not about racism.

As a traffic engineer, I'm guessing one reason might be poor road conditions or lack of sidewalks in certain areas or better need for transit. Another obvious one is people on their stupid phones. He could have said that instead of making streets equal or whatever that buzz word term is now.

Major cities have people whose sole job is to make sure the tax dollars spent go to areas equally now... which includes roadway projects.
