It's down globally. If you're watching a video, it will continue to work. If you try to start one, it will not

Down detector works like Waze, where people report issues and it aggregates and maps it.

The number doesn't seem high for world wide, but it only gets data when people report it to them, and it isn't particularly well know. 5,000 is a high number for that site, this one is almost to 300,000 reports

But I can tell you that I've seen YouTube and Microsoft both go completely down at least once this year, and they were back up and running fairly quickly. Servers going down is a pretty common thing.

Global outages are pretty rare. That's a huge issue and something that a company like Google and YouTube would have multiple redundancy measures in place to prevent.

It's the degree of the outage that is relevant. You may lose a region that's being hosted out of a specific data center cluster, but an outage that impacts across the board is pretty uncommon.

Consider the amount of traffic X ad revenue to come up with an ROI equation to cover the cost of redundancies and you see that it's pretty easy to justify having failover capabilities. I'm not saying it's a sure thing that this wasn't an unintentional event, but I am sure companies like google spend millions to ensure this has minute chances of happening.
