Okay I have exactly zero horse experience so I have no idea what proper riding clothes are called, but Gov. Noem is clearly wearing leather chaps of some kind with tassels. That's what I was referring to. Also, the first picture has all sorts of people carrying flags.

I was simply pointing out that this isn't some out-of-character political prop (like Dukakis riding a tank or something), that this is a regular event for them. It's not supposed to be candid photos of a roundup either, it's just a fun event that they do.

She's wearing "*****s" and a shop made/custom pair of gut wrenches and a syrup lid of some sort. Riding Cactus tack. Pretty punchy......

I am guessing but "*****s" would be a term for a version of chaps.
Riding Cactus tack would be the saddle since she is riding it and the photo shows the word cactus written on the saddle.
Stumped by "custom made gut wrenches". Pair would indicate earrings, gloves (she's not wearing gloves), boots or stirrups.
Syrup lid, Wild ass guess her hat.

Did that sort of thing in my younger, wander'n years in both aspects of what your alluding to. Allow me to simply put it this way, the current SD Governor sits the saddle like someone that has actually spent some time there before. She's not a pretender, most likely in fork'n and stayin in the saddle on either type of buck'r.
