Of the 3 branches, which one is known as "the purse strings"? For any president to implement and type of government cuts to the budget, it takes a cooperative Congress. Yeah, they've been real cooperative. I do remember Trump asking all government departments to find 5-10% reductions in spending and got crickets.
Also, are you aware that with the tax cuts and robust economy, a byproduct of that and deregulations, the treasury was seeing a significant rise in revenue? Unfortunately, the purse strings won't quit spending.
