They don't do that due to prior incidents and don't want to be accused of police brutality and violation of civil rights.
Blake was given repeated, multiple chances to surrender and de-escalate the situation. He chose to ignore the officers, resist arrest, and escalate the situation.
I am not saying he got what he deserved, but he damned sure got what was coming to him based on the how the incident played out, and how it ended was 100000% his fault.
The officer in question will have ZERO charges filed against him, will be exonerated of any wrongdoing, and will easily win any appeal of a civil case.
