This is about six months after they accidentally shot down a commercial airliner and two months after they accidentally fired a missle at their own navy vessel.
Their missile and targeting tech is actually pretty good, they just can't seem to find anyone capable of using them properly.
Which has ever been the real catch-22 with countries just "getting" some major power's equipment or buying it.
Its one of the reasons the Chinese purchase and refitting of Russian carrier and their own may have more to the story in the end if put to the test. Remember how the Russian one breaks down now and then. Operating carriers takes the long experience we and the Japanese perfected along with the British.
China has more than enough scale and depth that they probably had learned what is necessary, but you see this problem especially through the Mideast when they attempt to deploy military equipment bought from Russia and China. It is one of the many reasons the wars with Israel go the way they do sometimes regardless of the figures on paper.
That being said, you have to admit it is an impressive mock-up and good testing platform by all appearances. Looks like they did too much damage to the port side in last exercise. and progressive flooding caused it to heel over and sink en-route to dock.
