Mid 70's we had a Piper L4. Military version of the Cub.

Out at Hull Field one day, wind was howling right down the runway.

My dad taxis out, takes "off", goes forward slowly not that high above the runway, and then throttles back and lands almost vertically like a helicopter.

1st hand account of what you described.
