Yes and no. It is more of a function of the caliber and type of bullet, correct. And of course the reason why blaming the "AR-15" for all the damage caused is idiotic. The same round fired from a bolt action with the same/similar barrel length has the same result.
However to your last question, the same bullet shot out of a longer barrel (rifle) will likely have a higher velocity and more energy than a shorter barrel (pistol). That too, depends on the caliber and how long a barrel it needs to reach max velocity, but is an accurate general rule.
