And acre-inch is 27,154 gallons, I was figuring about 12 inches a season for corn, so let's double that for rice, 24 inches, so a square mile of rice (640 acres) would take about 400,000,000 gallons per year.

About 190K acres of rice in Texas. But, rice probably gets a lot more water from rain, than does Panhandle coen.
Well you are off by a factor of three on your estimate for rice, and water has to be put on at the right time so rain that doesn't fall on schedule is counterproductive. it takes roughly the same amount of water for the rice crop as it does for irrigated panhandle corn, maybe a tad less for the rice.

Why do liberals do anything?

I believe that Colorado feels that any rain that falls on a watershed is the property of the state and that watershed, thus you cannot harvest the rainwater.

That makes sense to me if I were putting in a 30 acre lake.

No sense if I'm just catching the rain from my roof.
