Obviously protesters fault because they can't run fast enough, other protesters were able to avoid the car.

Looks like they placed three cars to block the lanes of the highway and when the driver swerved to avoid the cars he went into the people. Given the lighting and the situation, he probably never noticed the people until it was too late.
