The author of the tool is a truly fascinating person. Her handle on X is DataRepublican (small r). She is apparently severely handicapped (some form of deafness but is also restricted in her ability to sign and communicate) and may be autistic. She is a computer and database wizard and has been posting on X for some time. Musk stumbled on her and has apparently hired her for Doge. Lest you decide to ignore her for partisan political reasons, one of her recent projects has been to identify "smurfing" by elected politicians (i.e., using thousands of fake donors to accumulate massive political donations in violation of federal election law), and her first publicized target was Republican Tom Cotton of Arkansas.
