When the last soul has descended and the Guf is empty, the first infant to be born without a soul, born dead as such an infant must be, will herald the death of the world and so is called the final sign. Then all of the sparrows will grow silent, and the world, as we know it, will end.

All souls which existed from Adam onward and which will exist until the end of the world, all these were created in the first six days of creation, and they were all in the garden of Eden. The covenant on Sinai also applies to them, even though they weren't there.

Syriac Orthodox considers 2 Baruch Scripture. The account of men eating sparrows, thus making them silent is in Jeremiah 14.

Talking about when the last soul will be born is about as fruitless as a man talking about the exact day and time his house will be robbed.

I don't believe this is biblical. There are more clear references to man being formed in the womb. I think you are bundling Jewish tradition to be as true as the Bible itself. That is your prerogative to believe the way you want. So I'll frame my question about merely a clarification about your point (that I don't agree with at any level - but find intellectually interesting in why you asked the specific question in the OP)

Isn't this belief also tied to the idea that the Messiah does not come until all the souls have been born? Meaning either you believe Jesus was not the Messiah or that all of us alive today are soulless shells?

You probably know it as the spiritual body that Paul talks about in the NT. Paul didn't just make that up. He read it in the Jewish literature and OT of his day. He took it an synthesized it for western culture in 1 Cor 14:43-45.
