I'd say it was Emperor Palpatine. They guy tricked the entire galaxy into handing him absolute power, a giant army, and allowing him to exterminate the Jedi without complaint.
No one saw it coming until the last second and he had a plan for every contigency. He got a little too arrogant there at the end. He shouldnt have trusted Vader that much, but hey, he had a good run as despot of the galaxy.
