With these type of questions, I think there are two ways to answer them. There is most annoying or hated because the character was poorly written and the show suffered because of of them, and you have the annoying character that is supposed to be annoying by design. Peggy Hill is an example of the latter. She's annoying, but the character was created to be annoying. I couldn't imagine the show without her. Obviously not a sitcom, but Skylar fits this as well. She's supposed to be hated, and because so many people do hate her, the character actually becomes a great character for the show.

I've never been a big sitcom watcher, but Seinfeld is one of the few I have watched in its entirety. George's mom was mentioned earlier, but I think her character is great. I always felt Jerry's mother was a mediocre character and didn't really add anything to the show.

To be fair, basically every character on Everybody Loves Raymond was a terrible, annoying person. Marie, Deborah, Amy…all of them.

I really dont know how more people didn't find Wendy Byrd absolutely unlikeable and obnoxious . Personally, I didn't find Skylar near as unlikeable as her.
