I think for me what this question is spiritually asking comes down to whether the franchise/IP was well known before the first movie came out or not.
Like for me Tom Cruise doesn't count, because Mission Impossible was already a thing before his first MI movie. Not as big of a thing, but a relatively well known thing, it was an established IP.
But that makes Harrison Ford tough, because he's in two mega-franchises, but they weren't established when he started. Neither Indiana Jones nor Star Wars was based on existing IP.
To me that's a more interesting discussion than just "who literally hasn't appeared in a superhero movie."
