Brian Earl Spilner pointed out, Every Breath You Take is the top though.
Almost every Police song is about something dark and/or creepy. It's so interesting to me because their music is so catchy really although at times it is dark and brooding (Ghost in the Machine album particularly). My favorite band for many reasons.

Don't Stand So Close To Me - inappropriate teacher student relationship or at least that desire

Every Little Thing She Does is Magic - guy is too scared of rejection to approach his idealized love interest

Murder by Numbers - self explanatory really
Walking in Your Footsteps - humanity driving itself to extinction
Can't Stand Losing You - a breakup that leads to suicide
His early solo stuff also had a lot of cold war and russian/american political messages.
I could go on and on. They do have some that are less dark but greatly outweighed by heavier material. In fact Sting has said the entire Synchronicity album is about his own mental breakdown.
