I find most of Paul Thomas Anderson's films are like this, but they're so entertaining to watch the character arcs.

There are good guys and bad guys, but no real plot.

Not sure how you arrive at that conclusion. The whole film is about an evil businessman trying to take over a town while Dalton tries to stop him.

I've watched hundreds of "plotless" movies but I tend to only last about 3 minutes or so. So it's hard to pick my favorite.
