This. I feel like there are a ton of movies that people are begging for a sequel for or take years to get people on board, but then some movies like Blart get greenlit ASAP. But I did think Kevin James in King of Queens was hilarious, not a fan of his movies.
I might be completely wrong here, but I think in many cases (for example Paul Blart) you have to look at who made the movie (Adam Sandler's Happy Madison productions) and realize that there are deals in place for certain producers, etc. that a certain number of movies are pre-approved for them when they sign deals with a studio. Just read the leaked Sony emails that shows Sandler's movies are hated by most Sony employees themselves, but the deal they made with Sandler means he gets to make them regardless.
Steadi, TC, Simplebay and others can explain it much more elequently than I just did. But it boils down to clout and multi-picture deals a lot of times, unfortunately.
