This one will be interesting. There will be disagreement on underrated: either an actor is rated, or not good enough to be considered underrated.

I'll start with two:
Mark Strong (literally every movie he is in, I'm asking myself why he doesn't play a lead more often)
Ben Foster (he's had lead roles - that one space horror comes to mind - but I feel he's not given his due)

I've been trying to think of an actress that would fit this category, but they're either hot, and therefore not underrated, or a good actress and therefore not underrated. It seems easier to think of overrated actress, for some reason. That most films fail the Bechdel test doesn't help.
Maybe Anna Torv?

John Hawkes
Sam Rockwell
William Hurt

Stana Katic from Castle seems to be underrated by the media overall. Yes, Castle is her main work, but if you look at some of the most dramatic episodes they have, them wow.

Larry Miller...dude cracks me up.

Sam Rockwell was the one that popped into my head first thing. Moon alone is amazing.

Ed Harris.

He has some terrible roles, but I think Jim Caviezel is actually a good actor. Don't know what it is but he must have a terrible agent because I could see him doing well in so many great roles.

I think Caviezel is a bit of a different dude. I think he tends to look for projects that send a message in line with his personal values, perhaps at the expense of getting more high profile roles.

Ed Harris immediately came to mind too. Although I'm not sure if he's too famous to be considered underrated.

I'd say Andre Braugher from Homicide and Brooklyn 99.

He doesn't act anymore, but i always thought for his time Edward Furlong was underrated......first role ever was with Ahnold! in T2 and then American History X.
