1) No way it would be that cheap. Design fees alone would be exorbitant. So much infrastructure is underground as is. Electrical, water, sewer, drainage etc. Insane costs to reroute all of that.

2) Completely unnecessary.

3) Will never happen.

4) A monorail is more practical by comparison.
