Video is pretty damning evidence.
This could have been handled entirely different. Super ****ty move by the police.
Damning evidence of what? It only shows the two dogs after they've already been shot.
Damning evidence of a dumbass excuse to shoot two dogs that were doing pretty much nothing but wandering down the highway on the shoulder. There's no mention of the dogs attacking anyone. Why the use of deadly force? It's completely unreasonable.

What traffic safety concerns? The video shows no traffic on what appears to be a rural road. This is a farming community. Per the article, Heyburn is a city of about 3,700 people.

The Heyburn Police Department's press release said officers found the interstate to be "completely stopped" near milepost 212 at 5:57 p.m. The decision to shoot the dogs was made at 6:03 p.m., the release said.
So in 6 minutes they went from trying to catch the dogs to giving up, pulling out a pistol, and shooting them?
I'm the guy that started the thread about not taking dogs to restaurants and even I think this is pretty ****ed up.
