Find dealers that provide true car pricing at truecar.com. Take in a true car quote on the last day of the month. I actually was able to negotiate a deal over the phone on the last day of the month for my Mom 3 weeks ago. They came down to MSRP and said they would sell it at that price if she came in that day, and they did. May depend somewhat on the model, if there is some inventory at a few local dealers I think they're very likely to come down or give you the true car price.
