You suck less at asking for things and be slightly more specific. "Can you turn the temperature up/down." Problem eliminated.

Usually more along the lines of "Damn! It's hotter than your wife's/mom's tits/taint at a tailgate in here."

Have we decided if we are in a car or in a house/building?

In a house or other building, fan speed really doesn't come into play, unless you're talking ceiling fans.

There's almost always some context.

*A/C blasting*
"Man, it's cold in here. Could you turn the air down?"

I don't think I've ever seen anyone give a "please reduce air conditioning" command robotically without any context. Could make a great Larry David bit, though.
