Yes... it can... but I really don't care. Just pick up your trash after the show.

I wonder how Grandaddy would respond to this question.

I wore a cowboy hat, athletic shorts and shirt and running shoes while working in the hot sun yesterday all day to protect my head and neck from the sun. Is that allowed?

Gotta little story for you, Ags.
A few years back a rodeo coach went out to feed the stock in early January the morning after a light freeze, naturally dressed in appropriate rodeo coach attire.
After feeding the bulls he made eye contact with one particularly rank individual while crossing the pen to leave. Coach "tries" to get a running start for the fence but spins his wheels because his traditional footwear can't gain any traction. He finally does, but the bull catches up to him just as he reaches the fence, hooks him under his left leg, and generously "boosts" him over, allowing him to clear the 7' fence with 3' to spare.
Wear appropriate footwear for the job. Boots are for ridin' and scootin', not feeding.
