The episodes that focused on him are awful. The best episode with him is "The Redneck on Rainey Street" when he explains his settlement since he was just introduced. He has a funny one line and that's it. That is what made Creed great.
Frank episodes were freaking awesome and Frank Costanza should never be compared to the abomination that is Lucky.
I'm saying he was featured way too much and was a big reason that the later seasons were mostly trash. He became a caricature in a show with surprisingly deep characters. Yes he came on late and was not featured which is my point. He was misunderstood, underrated, and under appreciated by the masses. But thats ok, LT. He's not for you. You need a character whose writing and humor are more on the nose.
