An animal control officer friend of mine says that a gentleman said "i have two fingers on you hos!".

Context - the police and ACO took possession of his dog that he was breeding constantly.

He came to the shelter and wanted his dog but obviously it's been confiscated from him. That's when he said that to the ACO and the kennel technician.

Obviously that's not good but what exactly does it mean?
