For me, it's a question of whether the employee is paid a full wage, or a tip dependent reduced wage.

If you're making $3 an hour as a waiter, you get a tip.
If you're making $12 an hour at Starbucks, go **** yourself.

I also tip the pizza delivery guy, but that's just about my only exception.

If you're the business owner and sole employee (a certain taco joint comes to mind) and you put out a tip jar, you should be hung for swindling the public.
