It follows the direction of the top of the steering wheel. It's easier to see and naturally congruent with the resultant movement.

I don't know what kind of boat you are driving but when I turn the wheel right, the motor turns left and the boat goes right.

This was a fun little quandary when I was in elementary.

Depends on the direction you're going. The leading edge of the wheel you're turning is what determines the direction. So if you're going forward you want the front of your wheel (which translates to top of your steering wheel) to go the direction you want to turn. If you're going backwards then you want the back of your wheel (which translates to the bottom of your steering wheel) to go the direction you want to turn.

Remove the steering wheel, place it on the ground in the same orientation as it is on the vehicle and turn it clockwise. Which way does it roll?

Why on the ground? Why not the ceiling?

You need to quantify this better. If you are in drive the front of the car will go to the right. If you are in reverse, the front of the car goes to the left. You can have it both ways!

This reminds me of the Ag engineer and the Ag student building a house. The student was picking up a handful of nails and throwing out half of them. The engineer asked why he was doing that. The student said the heads were on the wrong end. The engineer said "well don't throw them out, we can use them on the other side of the house".
