Are you sure you want insulated? I have both and grab the non-insulated shell 95% of the time for skiing. Much more versatile. I usually don't grab the insulated shell until it hits single digits or below and isn't going to warm up. If you don't have a good non-insulated shell already, i'd get that first.

If you're not stuck on those two brands, there are also some smaller companies that pretty much only make snowsports related gear that are making some great stuff. Take a look at Orage or FlyLow

Having a jacket with removable insulation is great.

I have:

Patagonia puffy
Arc'teryx shell
Kjus jacket

plus an old Spyder Vail model.

I think the first three are all best in class. If you only ski occasionally I recommend going the puffy and shell route - most versatile.

pretty sure I want insulated. Tend to get cold easily. prettys sure I don't want a 3/1 as they are more puffy.

Moving to SLC next year so will be doing lots of skiing

I might look at other options before you settle on one of those. When are you moving? Do you have to buy now? I'd wait until the end of the season and get something on sale. Or you can wait until you move up here ( i live in slc). Backcountry has their warehouse here, tons of ski shops, lots of opportunities to buy good gear at a discount. Spyder, NF, burton, forum, thirtytwo, Roxy if your a girl etc is all good gear. It doesn't matter, honestly. Unless you plan on going backcountry then its probably a different story. If you plan on skiing as much as you say, you will want a couple of options anyway. I would not do Columbia, or mountain hardware. Personal preference.

Oakley's fine for certain things. I've had some of their goggles in the past and liked them.
Good goggles matter. Don't go cheap on that.

Columbia is also good for people with lots of money. You don't get out of being a poor by spending everything you make. That just makes you a $30k millionaire.

I have a 686 jacket and its nice and was cheap

HH all the way. Picked mine up in Norway 8 yrs ago and i swear by it. Its a heavier shell with less insulation but a couple layers under is the way to go.

The real question you should be asking is what boots to get. That's where it matters.

Custom-fitted boots by a top-notch bootfitter is where it's really at. I got Fischer Vacuum boots this year (the ugly yellow ones, no less) and they are fantastic. Intuition liners, too.
