Something seems not right here. There are lots of people around and it is a relatively short distance from one end to the other. I can't see how the risk is any higher than at a swimming pool.

Peter Cho, 21, was swimming at the pool Saturday afternoon before he went missing, and was recovered in 22 feet of water by police divers the next day.
Don Cho, a software engineer from Sugar Land, and his family visited the area Sunday following the incident. Cho says the area could use improvements such as additional signs and warnings about the depth of the water.
A key concern: improved cell phone reception. Don Cho said several of Peter’s friends tried to call 911, but couldn’t get reception for about 20 minutes after his son went under water.
Cho also said perhaps lifeguards could be an added security measure or at least increased warnings that there aren’t lifeguards on duty with additional information of how many deaths have occurred at Hamilton Pool.
