Zoysia can survive ice b/c of its deep root system, but considering it is an invasive grass, it will be destroyed by the warm season grasses.
Considering I studied under them for 4 years, I can guarantee you that you are incorrect. I planted my brothers yard (Galveston) in Palisades zoysia this past spring, and it is beautiful. The fairways on the Nicklaus course (The Woodlands) are zoysia as well. You may be confusing Fescue with zoysia.
Fescue will do well in the more arid parts of Texas. North of Dallas I think it is quite common.
