No, Texas is a country. All out-of-staters must show proof of American citizenship by presenting a passport when entering the Republic of Texas. Shiner is an import to the United States.

No, I have seen many bars and restaurants sell Shiner as an "import".

it's all about cost and the computer system. miller lite, bud, coors etc etc is a domestic beer therefore calling for a cheaper price. its just classification in the computer systems at restaurants.
