It's not an indicator because him staying or going is up to him and what other schools might consider him, so he'd be shooting himself in the foot if he weren't recruiting as if he's staying up until the very moment he agrees to terms with another school.

Also with the rules now he could just bring the recruits with him if he likes them enough. Doesn't make any sense to stop recruiting.

That's the issue Maryland is in right now. If Nova and Willard want to wait until April 1st for his buyout to drop there's not really much Maryland can do about it.
