If I perform a search with "cedar fence" or +cedar +fence, I still get results with only one or the other results. Why is that?

I'm not seeing this. The results to me seem appropriate: quotes return the phrase only and the plusses return both words only. Can you give me an example of a post that is returned from one of these searches that just contains one word of the other like you've indicated?
