Mysterious/Delicious Mexican Dipping Sauce (Cozumel)

Went on a cruise recently and took a cab into Downtown Cozumel for some authentic Mexican food. On the table, instead of Salsa, Pico, or Creamy Jalapeno, they had a yellow/orange dipping sauce. We kept asking for the recipe or, at the very least, what was in it. Finally they said that the three main ingredients were red chili pepper, vinegar, and some sort of broth. (Apparently the red chili pepper, when liquidized and mixed with the vinegar, creates the yellow-orange color.

Does anyone know what this might be? Or even better, have a recipe?

Not sure if this is the same but a similar mystery sauce is the spice mix Tajin (comes in a plastic shaker bottle) and lime juice.

Was it hotter than blazes? The yellow-orange sauce that they put on the tables in PDC is made from habanero. This is the closest I've been able to buy here.

Probably chicken boulain / broth.
I've had something similar with jalapeños, oil, and boulain cubes.
