A Ranger under Rudder's command was recommended for a MOH for single handedly walking into a German-held castle and securing the surrender of the entire garrison.
He met Rudder later, who told him that no other Ranger had a MOH, with the clear implication being that they didn't seek glory. So he turned it down.
That being said, a MOH for Rudder, as an acknowledgment of the incredible feats of his command, would be a good idea.
