Do you think the tree is infested with beetles or other pests? Should I spray it and or apply a wound sealer?

I had a tree that looked like that at my previous house thanks to a woodpecker.

Looked bad but didn't affect the tree.

This is literally the same on my live oak thread from a couple of days ago. Second one that's been hit by them - first one two years ago and it recovered just fine.
