Light pruning of Ligustrum to remove a stray or damaged branch can be performed any time of year. Shearing of Ligustrum can be performed any time of year, however, to avoid damaging new growth that emerges after pruning, I recommend ceasing pruning two months prior to the average first frost date in your area
I had a Ligustrum at my old place - it must have been 40 years old because the base "trunk" of it was about 4 inches in diameter, and the prvious own and pruned it like a tiny tree, so it was about 8-10 feet tall with 2-3 "trunks" that were bare until about the 6-7 foot height.
That thing is damned hardy, and will grow back in a flash anytime.
