Thought I got through the freeze with no issues. We have full pressure, no obviously busted pipes, etc.
But now we have strange issues in our laundry room. This is on an external 1st floor corner of our home (built in 92). Photo below of what I am dealing with in the room...

We initially noticed our washing machine would not fill with water. I unplugged the hoses from the washer side, and they had full pressure and I proceeded to create a mini-flood in the room. Reason being the valves for hot/cold don't seem to do anything - water just keeps spraying full pressure regardless if turned hard right or left. I had to turn off what I thought was the main house shutoff 3 ft to the left - which stopped those faucets thankfully. But that didn't shut off water to my kitchen sink in the adjacent room or upstairs - they keep running. Pressure IS lighter (still a decent flow) but it didn't change further or slow significantly after 15 minutes of running. Is this possibly just a shut off to the laundry room? Is that a thing? I have no idea then where a house shut off would be other than the city managed one on the street.
So even though there is full pressure to the hot/cold washer hoses - the washer won't fill with any water whatsoever (reconnected and turned both valves all the way in each direction). And to make matters worse, after messing with the "main" shutoff valve, it was sort of dribbling water under the handle for a while. Finally think I stopped that with a wrench to tighten...but think some leaked back into itself around the pipe and probably down inside the wall.
1) Do I need a plumber (think so no matter what at this point), an appliance repair guy, or both?
2) Any ideas why the washer won't fill? I checked the filters on the hoses and cleaned them out...but they looked mostly clear to begin with. Washer is top load, powers up fine and is maybe 3-5 years old. Basically, just starts doing it's cycle but no water comes in.
3) Do what the these valves do make any sense?
4) Can and how does a freeze cause any of this behavior?
5) Was this amount of water (lets say a gallon worth) that may have leaked inside the wall a big concern? Was basically leaking into the little gap seen at the bottom of the fastener.

Everything was running fine pre-freeze event and haven't really worked with any of this since we bought the house (washer replaced and put in at some point by an installer). Outside spigot on same wall of the laundry room is working fine.
