How long do you want to ignore this user?
I live in DFW and have Oncor. My electric meter is falling off the house....the top 2 screws that hold it on have failed and pulled out of the mortar and it's leaning/angled down. Does anyone know who is responsible for fixing this? Is it me or Oncor?

The meter is the providers responsibility.

The meter itself is Oncor's responsibility. The meter socket (the can) is yours. Wouldn't hurt to call, but they're going to pass the buck. Guidelines say the socket is furnished, installed, and maintained by the customer.

This. They'll come pull it, usually for a fee, so you can have an electrician fix it and then reinstall it. I also assume you can't get it done without a permit either.

Talk to an electrician before you call Oncor. If you call and tell them that your meter is falling off, they very well could determine that to be a life safety issue and come out and pull your meter. Then you're without power until you get it fixed and can get them to come back out and re-install the meter.

Personally, I would fill the holes it is pulling out of with an epoxy (JB weld probably) , and the re screw it into the same holes once the epoxy is dry.

The screws are likely inside the meter can, which is off limits to the homeowner. If you break the seal and get inside, be prepared for the possibility of electrocuting yourself on any of the unprotected lugs, wire, can sockets, etc, while you try to get your screwdriver or socket in the back of the can to reattach it.

To add regarding the screws being inside... Even once the meter is pulled, the screws on the upper corners (if your power comes from above via a weatherhead; bottom corners if its buried) are going to be near the still-energized lugs. So you need someone working with proper tools: rubber mats, linemans gloves, thick insulated handles, etc.

What you MIGHT be able to do without getting the power company involved... Get some JB weld and a small syringe (no needle, just the plastic tube and plunger). Mix up the epoxy and get it into the syringe. Squirt some of the epoxy around the anchors that are pulling out and into the holes in the mortar bed. Shove the box back against the wall and brace it with a board for 24 hrs or until the epoxy cures.

Depending on how far it's moved... There is a possibility that electricity is contacting the box due to shifting wires and inside. However I think this would have become evident the instant it happened. Wouldn't hurt to check though before you just walk up and grab that metal box.

yeah, i'd find some adhesive and "glue" it to the house
