i am having a new deck (with basic pressure-treated wood) put in. How long am I going to have to wait before having it stained?

At least 6 months.

Just spray water on it, if it beads up, dont stain.

Depends on how wet it is and how much sun exposure it gets after being installed. At the minimum 30 days before staining.
