Are these streaks in my Palisades zoysia from a biological agent (bugs, grubs, fungus) or a chemical agent (a**hole millenial renters next door)?

It looks fungal, likely brown patch. Insects, grubs, etc would be more random. Chemical would either show up as one big patch (run off or spill) or as streaks with a misapplication.

Actually it does look somewhat circular but usually w/ brown patch its brown in the middle. More than likely fungal so treat it w/ a granular fungicide and then reapply 14 days later.
