Drilling Weap Holes in Flower bed wall

How long do you want to ignore this user?
We had some flower beds built next to our front house, and the yard slopes away and to the side of the house. The builders did not put adequate water strain relief. What kind of tool should I rent to drill about 2" holes at the base to relief potential water pressure behind the wall? What kind of bit?

I'm not sure I understand where you're trying to add weep holes but if you want to drill through brick, you need a hammer drill and a masonry bit.

sorry for the lack of info...these stone walls are about 2 feet high, and inside the walls there is a slope, so at the bottom I need to drill some holes to let water drain, the stones (connected with mortar) are about 2.5 to 3 inches thick

would chipping out the mortar cause cracking up the mortar seam?
