sand coming out of our new sidewalk & driveway after rain

brand new street, sidewalks, and partial driveways installed last year by city sub and after heavy rain i'm getting sand coming up somewhere from sidewalk and driveway. should i be concerned and contact Fort Worth tpw. Thanks

"Coming out" as in the concrete seems to be eroding and becoming rougher and weathering away? If that's the case there are two likely causes and there isn't really a fix for either.
1) The mix was off and there was too much sand/aggregate in the mix.
2) The mix was off and there was too much water in the mix.
I'm tempted to suspect #2. If it was #1, the sidewalk and driveway would have always felt sandy/gritty to the touch after it was poured. Sometimes this is used in roadside ditches or around culverts (when a full headwall isn't needed) to make cement stabilized sand. This is essentially a man-made sandstone. When you put too much water in the mix it affects the chemical reaction involved in the curing of concrete. Portland cement when it is manufactured is baked in a kiln to remove all of the water which leaves it craving water. When you add water when you mix you begin a chemical reaction. The water is supposed to be added within a proper ratio and it does not "dry" it "cures." The water is consumed in a chemical reaction that bonds the cement to the aggregates. It is this aggregate that gives the concrete it's compressive strength. The steel welded wire mesh or rebar gives it strength in tension. Pure cement is very brittle in both compression and tension.

If the concrete was troweled too much after it was poured it might have worked too much of the water to the surface and weakened the upper 1/8 to 1/4 inch. Troweling also serves to work the fines to the surface which is what enables the contractor to get a smooth surface like you see on your patio. On a sidewalk or driveway they'll generally broom it after troweling to put some texture back in it and give it traction.

no the concrete looks good. we now have sand all over the sidewalk and driveway after these last 2 storms. its not like there was excess sand on the outer edges of the sidewalk or driveway that just washed over the concrete. the existing clay soil and grass butt right up against the sidewalk and driveways. can it be washing up thru the expansion joints?

Sure it is not a base sand material washing up from under the sidewalk?

Very likely that the existing clay soil is not 100% clay. It's most likely a clayey silt. Possibly even has some sand sized grains in there. Probably washing out of the backfill that doesn't have good grass cover just yet. It all washed off together (clay, silt, and sand) but the clay is fine enough to stay in suspension and go on across the sidewalk or down the driveway and to the gutter. As soon as the velocity of the water dropped just a bit, the heavier sand and silt dropped out and stayed behind.

Sounds like nothing to worry about. Just make sure there aren't any holes or washouts that need filling, and you should be good.

On new homes they usually put down a layer of dirt that looks to be primarily sand before putting down the sod. It could be washing out of the lawn and on to the sidewalk.
