I don't think the fault here lies with MLB or the owners.

The players union wouldn't have agreed (and still might not) to something this stringent until a high profile player like Raffy was busted. Even now, the union is going to claim that steroid use is much less common due to the current policy. Watch the weasling in real-time!

Selig sucks and is a horrible commissioner, but eternal scumbag Don Fehr and the union are about a million times worse.

Baseball should probably just get a team owner and name him the commish. That would be better.
