Either, both, neither. Take your pick, depending on your issue. But yes, generally considered jointly owned which leaves everything very gray. Discuss any issues you have with that neighbor and hope for the best. If you're wanting to repair or replace, ask for their assistance but neither owner is legally required to contribute. Doesn't matter which side the boards are on, when it was built, etc.
