I'm not sure the premise of the question matters. There are plenty of good managers at lesser clubs who couldn't coach at a club with all those resources.
If you say you hate the state of politics in this nation and you don't get involved in it, you obviously don't hate the state of politics in this nation.

Would be curious to see him at an Aston Villa type where he couldn't constantly tinker with the lineup the same way he does these days at City

We'll never know because he will never manage a team that doesn't have the same level of resources his 3 clubs have had. I think he is probably one of the best ever regardless, but I would love to see how well he could manage a mid to low tier team

Agree with "annoyingly good." But he's got a type - an unlimited resources/guarantee you'll get all the trophies you want manager.
Who knows how he'd fare as a relegation battler or a mid-table regular/maybe crack Europe type.

I get the caveats for him being on well-funded and talented teams, but there's literally hundreds of managers who flamed out in similar situations. So while it'd be fun to see what he could do on a newly-promoted team, it's not a mark against his abilities that he hasn't gotten a chance to try that yet.

Annoyingly good seems about right.
I'm sure there's a whole other set of skills to manage the personalities and talents at the clubs he has managed, without major scandals coming to mind..

As a Leipzig fan - I was stunned to see Gvardiol play in a very different way than he did last year and do it well… in August.
Pep gets players to fit his vision. He's the real deal.
You only need to look at the recent failures at Chelsea and to a lesser extent ManU to realize that just throwing gobs of money at elite players is rubbish without good coaching/vision. (I think the problems at both of those clubs go way above the coach, but the point remains valid I think because I'd argue Pep manages his bosses well and gets them on the same page too.)

It's like asking how good of a coach was Phil Jackson.
Yeah he'd be worse without the GOAT and Kobe & Shaq, but who wouldn't be. But I don't see how any other coach could have gotten more out of what was given him.
So, yeah he should have had more UCLs but his dominance in the EPL is very similar.

Best tactical manager the game has ever seen. He's changed the game and others are mostly chasing him. He does have the tendency to out-Pep himself in big games at times. If he was as good of a man-manager as tactician he'd be the unquestioned GOAT.
Keys to being a great coach.
1. Have an awesome CDM. There is a reason why Man City has lost there last 2 games. Rodri wasn't playing.
2. Have an awesome creative attacking maestro. Who else was missing, DeBruyne.
Look at all the league winning sides.
2015/16: Leiscter with Kante.
2016/17: Chelsea with Kante.
City's reign of terror: Fernandino, Yaya, Ilkay, Rodri
Liverpool: Fabhino, Wynaldum & peak Henderson.
Wingers and strikers, those guys can allow you to destroy bad opposition. But look at the City vs Arsenal game, Haaland had 0.0 XG (for the 2nd straight time he played Arsenal).
Now Pep is great at setting up sides to beat inferior competition. But it isn't necessarily the best lineup to be the best teams. Soccer can be a bit like Rock-Paper-Scissors. Possession/Attack wins leagues, Coutner-Attack wins Tournaments. Real Madrid are one of the few Big Boy clubs that play counter attacking style as part of their MO.
