Soto has 6 goals in 9 matches for Telstar this season, enough to share the team lead. Because the USMNT match against El Salvador is occurring outside a FIFA international window, Telstar was allowed to block his release. However, after receiving a red card in their last league match, Sebastian was set to serve a suspension. Telstar allowed for Soto to be released for the El Salvador match knowing he would not be available for them.
Soto added to USMNT December roster.

I don't understand all the details.. but there's something with him and playing for the USMNT that allows him to get a work visa to play in England.

It was doubly advantageous.

Does anyone understand his situation?

Work permits are generally based off the player appearing in a certain percentage of their national teams games in a year, without looking it up specifically
