I've always wondered what the hell a formal transfer request does in order to push through a transfer. It's not like United doesn't know he wants to move but it's not like it forces United to transfer him. It only makes sense when the club is unaware of a player's desire to leave but that's about it.
Let's put it this way. I don't think Rooney's moving to Chelsea or anywhere else hinges on whether Rooney hands in a formal transfer request.

I was under the impression that the formal request does a few things...
1) The player can't push blame on the club, "I wanted to stay forever, but they thought it was best to sell..."
2) More importantly, I believe a number of bonuses, loyalty bonuses, etc., are tied to contracts, and forfeited if a transfer is requested, as opposed to an unsolicited sale.
